Mr. Phipps was born and raised in West Virginia. He graduated from West Virginia University in 1993 with a Bachelor of Arts in Spanish. After college Mr. Phipps moved to California where he had the opportunity to utilize his Spanish. After working in the retail and banking industries for 5 yrs, he returned to college and completed a Bilingual teaching credential from California State University Fullerton in 2001. Mr. Phipps started his educational career teaching Bilingual Education at Topaz Elementary School in Fullerton, CA. He taught Kindergarten, 3rd grade and 6th grade. In 2004, Mr. Phipps returned to school and completed a Masters Degree in School Counseling from Azusa Pacific University in 2006. While finishing his Masters degree he taught Spanish 1A&B at Tuffree Middle School where he interned as a school counselor. 
In the spring of 2006 Mr. Phipps was hired as a full-time Middle School Counselor at South Gate Middle School in South Gate, California. 2 years later Mr. Phipps moved to South Gate High School as a College Awareness Counselor. Mr. Phipps had the opportunity to work with a cohort of 1,000 low income students and their parents. Each month he took a group of about 50 students on college tours to school such as UCLA, USC, Cal Berkley, Pepperdine and many others. He facilitated student and parent college workshops in Spanish. 
In 2011 the economy crashed and the grant ended. Mr. Phipps was forced to find a new job. His Alma Mater, Parkersburg High School, hired him as the Freshman transition counselor. Here he worked with over 500 9th graders and 500 8th graders from 3 Middle Schools to help make the transition to high school as smooth as possible.
In 2016 moved to Newark, OH and began working at Miller Jr. Sr. High School as the school counselor. In 2018 Mr. Phipps came to Millersport High School where he plans to stay for many years to come.

Mr. Phipps is the father of 6 children and 3 step children. He loves to kayak, build things, travel, and speak Spanish.
